See Full PDF See Full PDFThe main purpose of this study was to examine the challenges of contract management in the public procurement processes in TANESCO. Specifically, the study assessed the awareness on procedures involved in Procurement contract management, examined factors affecting contract management performance in TANESCO and identified area of improvement concerning contract management in TANESCO. Quantitative approach was applied in this study to gather quantitative data through closed questions which appeared in questionnaires. This approach used in this study to collect experience and opinion toward challenges of contract management in the public procurement processes. The study used descriptive research to establish factors associated with certain occurrences, outcomes, conditions or types of behaviour. The study used non probability sampling to obtain the sample. The respondents were mainly consisted of staff of TANESCO. The sample comprised of 50 respondents. Data was collected through questionnaires. The quantitative data were processed with the help of Statistical Package for Social Science (SPSS) software program version 25 and were summarized in tables of frequencies, percentages, correlations, t-tests and charts. The results from the analysis revealed that proper strategic decisions and drafting of the right contract influence contract management. Also, availability of competent staff ensure good contract management. Moreover, study findings revealed that improve contract management the company need to recruit staff with relevant skills. The study recommends that there should be a sequence after a while to find out if there are any changes that have occurred and a comparison with this data may be done to measure the extent of change or otherwise. A replicate study may be carried out in other areas of contract management.

The purpose of this study was to find out the influence of contract management on value for money procurement in Tanzania. The study used a quantitative approach and cross-section survey design in data collection and analysis. The data were collected from 164 procurement entities. Data analysis was mainly based on descriptive and inferential statistics. The findings show that contract formation and quality control are significant attributes that enhance value for money. Conversely, the contract administration, time control, and cost control were not significant attributes to predict a value for money. Empirically, this study contributes to the existing knowledge of procurement contract management by linking the attributes of contracts and value for money. Thus, the study concludes that effective and efficient contract management enhance value for money in Tanzania public procurement.

This paper focused on, procurement and supply chain transformation for effective management of resources. With the aim of assessing the management of public financed projects through procurement and supply chain transformation. The data for this paper based on experiences in various filed practical training, seminars, internships and procurement expertise of various organization. This paper builds a foundation on the Resource-Based Theory (RBT) which is concern with the management of firms' resources, diversification strategy, and productive opportunities. who proposed a model on the effective Penrose’s publication was the first to propose conceptualizing a firm as a coordinated bundle of resources to address and tackle how it can achieve its goals and strategic behavior. Public financed projects are critical for the development of country in social services, and economic growth. Effective management of these projects requires effective and efficiency procurement and supply chain processes to ensure effective utilization of the funds allocated to projects and achievement of the projects output for the country’s development. Transformation of procurement processes and optimizing supply chains have a significant contribution in public financed projects lead to improvement of efficiency, accountability, transparency, and value for money in management of various public projects implementation. Procurement and supply chain transformation to a great extent have contribute to management of public financed projects through, strategic sourcing, tenderers collaborations management, budgets management, contract managements, staff’s competences lead to effective management of public financed projects. Despite of effective management of public funds in implantation of various projects, management of public financed project face various challenges like natural disaster, cost overrun, technological changes and political opposition. Resolution for challenges facing public financed projects, included investment on the strategic projects, use of relevant experts in the management of projects, training and seminar to public servants in management of public financed projects. In conclusion efficiency management of public financed projects will results to achievement of value for money in public projects. This paper recommend that more emphasis should be enhanced in public-private partnership projects, initiation of the projects that can be completed using the available funds establishment of the central unit to manage each project.

The study examined the effect of contract management on operational performance of the road construction sector in Uganda, a case of the Uganda National Roads Authority (UNRA) paying attention to three objectives: to examine the effect of contract administration; relationship management and contract monitoring on operational performance of UNRA. A cross sectional research design was used on a sample of 108 participants from whom questionnaires were used to collect data. SPSS (version 25) was adopted to process data while analysis was done through descriptive and inferential statistics. Findings revealed that all tenets of contract management studied are positively related to operational performance (contract administration: r = 0.53; p < 0.01, relationship management: r = 0.644; p < 0.01 and contract monitoring: r = 0.469; p <0.01). This research examines the factors affecting public procurement contract management in the case of the Federal Public Procurement Service. The research design is based on qualitative and quantitative methods that address specific characteristics of a selected population of subjects at a point in time. The target population for the study was 111 employees, of whom 83% participated in the survey. The data was gathered from primary and secondary sources. The researchers used stratified sampling techniques in sampling the population. The researcher has identified factors affecting public procurement contract management and ranked those factors according to their relative importance index from the respondent's point of view. Analyzed, 37 factors were considered in the study and divided into 10 groups, which were ranked based on the relative importance of the results. Contract price adjustment, quality, top management support, employee competency, contract monitoring, supplier performance, contract risk management, contract closure, contract terms and conditions, and contract documentation are examples of these. The contract framework agreement on price adjustment is the major factor that affects the contract's implementation. The Federal Public Procurement Services is required to focus on addressing the main issues identified through the research process and work in collaboration with the concerned parties.

The road construction projects' performance is adjudicated in terms of quality of workmanship; timely completion, costs, and end-user satisfaction are poor in Kenya, often characterized by unfinished projects, poor service or product delivery, corruption, and extended contract periods. Since the performance of road projects is done by a road contractor, there is a necessity to examine the inherent association between contract management and the performance of road contractors. The purpose of this study was to establish the effect of contract management practices on the performance of road contractors within Nandi County. The specific objectives were to establish the influence of relationship management; contract monitoring, contract administration, and conflict management on the performance of the road contractors in Nandi County. This research was guided by agency theory and contract management theory. The research used a descriptive survey design.
